Open Data Inception is a comprehensive list of over 2600 open data portals developed by OpenDataSoft. OpenDataSoft offers an API to clients that are looking to manage open data. They discovered a it was difficult to locate clean stable data from existing open data portals when generating a new open data portal. To fill this gap they created Open Data Inception, which offers a comprehensive list.
