"The GreenSTEP model was developed by the Oregon Department of Transportation (ODOT) to estimate and forecast the long term effects of policies and other influences (e.g. gas prices) on the amount of vehicle travel, the types of vehicles and fuels used, energy consumption for vehicle travel and resulting greenhouse gas (GHG) emissions."[1]

The Regional Strategic Planning Model (RSPM) is an the metropolitan version of the GreenSTEP model, which has been implemented in several regions.
