Full Access & Coordinated Transportation, Inc. (FACT) is a nonprofit agency formed in 2005 by community representatives interested in solving the mobility challenges of San Diego County residents. In 2006, SANDAG selected FACT as the Consolidated Transportation Services Agency (CTSA) for San Diego County; CTSA’s are appointed under California State law to coordinate and consolidate human services transportation.

FACT serves seniors, persons with disabilities, and veterans in San Diego County who need transportation, primarily to medical and dialysis services. FACT’s services assist people who have no other means of transportation.

FACT’s mission is to "Assist San Diego County residents with barriers to mobility to achieve independence through coordination of transportation services."

FACT is the ONE STOP transportation solutions center in San Diego County, providing the following services:

• Free referrals via telephone – FACT staff assists callers with finding the most appropriate transportation. FACT will refer callers to its RideFACT transportation program. In 2013, FACT provided 2,045 telephone-based referrals to other services. Also in 2013, FACT provided 22,133 telephone-based referrals to the RideFACT senior transportation service.

• RideFACT Transportation for seniors and persons with disabilities – RideFACT, a dial-a-ride service for seniors and persons with disabilities, is available for travel in all 18 cities in San Diego County. RideFACT is available to senior and disabled clients who do not have any other transportation options.

• Transportation Brokerage – FACT’s transportation services are provided using a transportation brokerage, a pool of taxicab companies that FACT uses to procure trips. By using this brokerage model, FACT is able to offer trips at competitive rates, promote cost effective local transportation services and stimulate the local transportation economy.

• Low-Cost Vehicle Lease – FACT purchases accessible vehicles and leases them to taxicab companies and non-profits. This arrangement assists in improving availability of wheelchair accessible vehicles in San Diego County.

• Donating Paratransit Vehicles to Local Non-Profits – FACT collaborates with local transit agencies to donate their retired paratransit vehicles to assist in providing trips to seniors and persons with disabilities.

• Regional Planning and Coordination – FACT facilitates the Council on Access & Mobility (CAM), an advisory committee of 30 transportation stakeholders that meets every other month to discuss transportation and coordination issues. FACT also works with other transportation groups, including the San Diego County Volunteer Driver Coalition (SDCVDC), Ramona Transportation Action Committee (RTAC), and is an agency member of SANDAG’s Social Services Transportation Advisory Council (SSTAC) and the Alliance for Regional Solutions (ARS).
